Whether your up in this part of the country or another area like the Southwest that’s just as densely populated, the following information from Strategic Relocation will be helpful when you’re trying to identify an appropriate retreat location for your family. As Skousen notes, what you’re faced with in this area and other metro areas is not only the massive numbers of people, but clogged up evacuation routes as well. In a catastrophic emergency people are going to try to evacuate. You need to know ahead of time which routes they are most likely to take so that you can plan accordingly as you set up your retreat. The insights shared by Skousen will be invaluable when the time comes and you’ll be thankful that you gave them consideration.

    If you’re living in a major city, then you have likely contemplated what you might do in a worst case scenario and you’ve come to the conclusion that the best option is to get out. Like most people who have considered such potential circumstances, you may be tied down for various reasons, one of the primary ones being the funding required for a second home or retreat.     Perhaps the toughest job I have in recommending retreat locations is for people living in the heavily populated areas of the Northeast—particularly in New York and Boston areas.  In a breakdown of the social order, it’s very difficult for these people to get to the less populated areas in the Midwest through the Appalachian Mountains because of the overall population density even in rural areas and the blocking effect of  large urban areas like Philadelphia and Allentown, PA, Morristown NJ, Hartford, CT, and even Albany NY to the west.  The mountains tend to channel refugee flows into these valley cities that are difficult to skirt, especially when refugees are flowing out of the big cities in all directions.

    While New Hampshire and Vermont are the closest northern states that provide retreat potential, I worry about their close proximity to the Boston metro area—where many Bostonians already have second homes and would be prone to flee in that direction.  Thus northern Maine offers a much higher potential respite from social unrest due to its distance from Boston, its low population density and its less hospitable climate and geography.  People in the New York area would not only have to worry about getting out of NY, but getting around the Boston metro area on their way north.  But there are no risk free options for New Yorkers anyway.

    First, a general overview of the state: Maine has a humid coastal climate. Summers are moderately hot and humid with lots of insects. Winters on the coast are moderated by the ocean, but not so much inland.  Overall, the climate compares to that in upstate New York, generally, where you have serious winter weather and deep snows inland.

    Maine’s major attraction as a retreat location is its backwoods country seclusion (the most heavily forested state in the nation)—but you pay a price for that in insects during the summer and cold in the winter. Blackflies are a real problem as they come in thick swarms and their bites draw blood. So, plan on keeping a year or two’s supply of insect repellent in these northern climes. That said, Maine is one of the healthiest states in the union and one of the best states for surface water cleanliness. There is very little pollution except in southern ME when the wind blows north from Boston area.

    On the downside, be aware that Maine has highly regulatory land use planning system in place. The Maine Land Use Regulation Commission plans, zones, and controls all developments large and small in the unorganized areas of the State.  Maine has risen to have one of the highest state and local tax burdens—residents paying 10% of their income to the state alone

    As a state government, Maine has an entrenched and controlling bureaucracy that is fairly hostile to free markets and business. With this and other environmental initiatives, Maine is destined to always be a down economy with few jobs.

    Until the election of Maine’s libertarian-conservative governor, Paul LePage, budgets always increased each year; taxes stayed high, and the Democratic dominated legislature kept spending. A study by Fred McMahon of the Fraser Institute, Canada’s free-market think-tank, rates Maine as one of the worst places to do business in North America.  Only Alaska is worse.  The legislature, and the media continues to resist the scale-back policies of governor LePage, and with his outspoken penchant to make verbal gaffs that feed the opposition fire, I fear he may not survive long.

    Politically, the population considers itself independent, but in practice they vote for many Left-liberal causes.  Both previous Republican women, Senators Susan Collins and Olympia Snowe were notorious for voting as liberals. Snowe has recently been replaced by former Governor Angus King, elected as an independent, but who caucuses with the Democrats—very telling.

    In short, Maine is not a good destination for permanent relocation, but it has a lot of good retreat possibilities. Despite its faults it is the safest physical location in the Northeast USA given its significant distance from the population and big government problems of the Boston area. Except for property taxes, and the normal building permit and land use planning hoops, having a retreat in Maine doesn’t require that you have many dealings with Maine’s politicians or corrupt judges.  As in all eastern states, you have to keep a low profile.  Here are some specific recommendations:

    Highway 2 coming out of Gorham NH represents the northern boundary of development in Maine.  Above that highway, extended on toward Bangor, the state is riddled with lakes and rivers with very few roads.  This makes for ideal retreat country, though it also adds the hazard of numerous trap zones that are difficult to get around should you have to maneuver for safety.  Know the back roads and rivers better than others and it becomes an advantage.  Best recommendations for retreats are above Hwy 2 and Bangor.

    That said, the most available cabins are in the more populated sections south of Hwy 2, and they are fairly safe if you follow our specific guidelines about siting your home away from well travelled roads and behind the cover of trees and forest.  The long-term danger is of people fanning out into the country side searching for food and shelter once the cities become unlivable through panic and crime.

    Near Bangor:  If you need to be near a city, Bangor is preferred over Portland and is the gateway to the Maine hinterland.  You can safely locate near this city as long as you keep a 20-30 minute travel buffer and stay clear of the freeway.  As always, the rural areas north of town are better than the south in case you have to maneuver.

    NE CANADA:

    No discussion of northern retreats for the NE area would be complete without discussing the Canadian Maritime Provinces of New Brunswick, Prince Edward Island, Nova Scotia and Newfoundland.  Americans can own vacation property in Canada, and a couple of these provinces are even safer than Maine.  Unless you have dual citizenship I don’t recommend moving to the Maritimes, however, which have been chronically depressed economically for years. 2/3rds of the youth leave the area in search of work. I don’t think this area will recover due to heavy handed business regulations.  But there are actually less regulations in terms of buying land and homes than in northeastern states in the US, and prices are often cheaper.

    Let me dispense with a couple of the provinces up front:  Newfoundland is called “the Rock” for good reason—the land is rocky and not fertile, and is not recommended. It’s a long way from nowhere and would be very costly to import the self-sufficiency equipment you would need.

    New Brunswick is just to the north of Maine and has three moderate sized cities (around 150K people), Moncton, St. John and Fredericton, the capital. Economically, they are mostly stagnant like the rest of the region. While there are fertile agricultural areas is some spots, it is mostly rocky and forested – no advantages over Maine, unless you want to get out of the States.

    The two areas I can recommend that have fertile land with basement potential are Prince Edward Island and Nova Scotia.  PEI has mostly flat, fertile and serene farm scapes.  Winters are not overly cold, and the summers are not hot due to the maritime weather flows.  However, PEI is the worst province in Canadafor economic freedom so don’t try to start a business there.  For retreats, it’s fine, with the caveat that it is a large island with only one bridge accessing the mainland.

    Nova Scotia, is another large island complex connected to New Brunswick, but much more fertile and suitable for retreats than Brunswick.  Halifax is its major city and port, and has an international airport. It is definitely a livable city with its two universities and doesn’t come with the high price tag of cities typical in the eastern US.

    An acquaintance of mine who has dual US and Canadian citizenship posted this excellent article with colored maps about the Maritimes.  Here on some highlights on the two areas of Nova Scotia which I think merit your consideration:

    “The very fertile Annapolis Valley north of Halifax (shown in red in the map in the link) has agricultural opportunities, reasonable land price. On the main body of Nova Scotia, the general region around the town of Truro, “The Hub of Nova Scotia,” on the Salmon River floodplain, with its population of 12,500, is worthy of consideration. If needed, the Halifax airport is about 65 km (45 minutes) from the town, yet one is a world away from the hubbub of the city of Halifax.  Truro, or the land around it, could offer the best of both worlds – city access with rural/small town daily living.”

    Survival Retreat Consulting: There are several nice retreats that will allow you to be self sufficient in Maine. The first will knock your socks off with several lakes and high ridges, but bring your friends, as it’ll take an army to defend this one! For those of you that are on a budget this Valley Road Retreat should fit the criteria to allow you to build a sustainable property for your bug out location.

    Last but not least, if you’re a pilot and can get out of the Northeast and fly down to Missouri, this spectacular Ozark Retreat property evaluated by both SRC and Joel Skousen would make a spectacular destination, both now and during TEOTWAWKI.

    It’s important to take stock of your own situation and perform a threat analysis for your family. What are the top two threats you think may affect you in your current locale? What are your contingency plans and can you execute them?

    For Northeast CONUS: If you’re simply stuck in this high-density area due to job and family obligations, so be it, take care of your family, but get prepared. Having a well-stocked bug-out bag for each family or group member coupled with a well thought out and rehearsed route will be the game changer if you become one of these ‘refugees’. Acting quickly with advanced intelligence is key, even a few minutes or seconds may be the difference between life and death and success in making it to your pre-purchased and stocked cabin.

    The biggest question you’ll have to tackle is “Do I have a place to go?” This is not rocket science and you don’t have to be rich to be prepped. I know of many properties that are owner carry in Maine, way out in the boondocks, where you can buy it for a minimal amount down and afford to build a small concrete safe room for supplies and put a cabin on top, so nobody is the wiser. Even if you can only afford the down payment and just enough to cache supplies, you well ahead of the rest of the ‘refugees’, so to speak. I have several clients that have done just that, purchased a property and buried supplies in a small underground storage area, and then covered it all up. What do I recommend you purchase and store? The list could be long but the top FIVE will cover these main areas;

    WATER: Purification that is. Have ample ways to create clean water, be it LifeStraws, iodine, bleach or a complete Berkey water filter system, you’ll be glad you did.

    ENERGY: Small backpack size Solar arrays packages are best for this. If you have the digs to pre-purchase a small Freedom Package, I would highly recommend it as you’ll need them to power the LED grow lights in your blacked out greenhouse in three feet of snow….I’m not kidding. Having this system ready to unpack and install would be a spectacular gift to you and your family when you arrive.

    FOOD: On a budget? Buy some nitro-packed heirloom seeds, and of course a few rolls of greenhouse plastic sheeting. Have a few bucks? Buy a years worth of freeze dried food storage. Cash and Carry? Construct an ICF earth bermed Walipini greenhouse and have a caretaker watch over it.

    MEDICAL: This is self-explanatory, buy the best you can afford and store it right. There are many kits out there, but having some higher end supplies like AMP-3 and a defibrillator, although pricey, can be a lifesaver. Even if you’re not a doctor, Paramedic or EMT, having those advanced supplies on-site will come in handy if one of these professionals wanders buy your retreat and comes aboard.

    DEFENSE: Let’s be realistic. This is always on the top of the list, even for myself. But, think through this for a moment. If you don’t have some sort of shelter, abundant fresh clean water, alternative energy and sustainable year round food production capability, is your location worth defending? No. You can live in your greenhouse though!

    I recommend purchasing your group standard firearms and ammunition as well as support gear such as encrypted communications gear and store them separately from the cache ‘bunker’. What to buy? Hang out on Gunbroker.com for a few hours and you’ll find deals, as prices have dropped to new lows on most firearms and ammunition at this time. For example, a buddy just picked up a new in box Colt LE 6920 Magpul edition FDE M4 (flat-top and forward pistol grip) for $829.00 plus shipping! We all remember these going for over 2k during the panic, if you could find them. You can buy a box of 100 new Magpul Gen 2 30 round mags for $999.00! These were over $50 each, right? So, BUY NOW if you can and cache!

      1. Interesting article, and helpful in some respects for some. I personally do not adhere to the belief that safety lies in a “place”. Initially, perhaps, until the reality of the situation has been accepted. Many will be nomadic for some time. I have high hopes that all of a like mind and spirit will ALL come together to make a stand and defeat the evil which will assail US.
        Just my opinion, and perhaps not the opinion of the multitudes….

                  • One item that everyone should consider about relocation is what are the laws governing self defense where you are going to live before it happens. You can of course illegally own all sorts of firearms, but if caught this would be terrible before SHTF. I was looking at some of the whacked out gun laws in other countries today and people that are considering migrating to another country should understand that it might be real difficult to get what you need to protect yourself in a place that has all sorts of restrictions.

                    Canada is becoming much european when it comes to firearms and might not be such a good idea if you feel that maximum firepower is necessary to survive, which in most cases it is. Of course complete isolation might means that all one needs is a good long range hunting rifle, a shotgun, and a rimfire for small game. Most countries don’t usually frown about hunting firearms and will allow people to own them without too much hassle. One should never forget about the classic combound bow either that is both stealth and effective.

                    What I can’t figure out is countries like New Zealand that have a less than terrible gun restrictive laws, yet they ban pepper spray. What is it with certain countries and pepper spray? Don’t these countries have vicous dogs that can chew off your arm and leg? I think pepper spray, especially bear spray should be part of everyone’s self defense. Non-lethal protection being banned is just about as stupid and absurd as can be. A non-lethal food that I have seen people spray on their pizzas.

                    Self defense is really what you can get into the place you are relocating to or what you can purchase when you do relocate. Something to always consider. 😉

                  • @ muleskinner. In many locations these anti-self defense nut jobs have made laws to prosecute all sorts of “weapons” such as wasp spray. I remember hearing of people getting in trouble for carrying bleach in spray bottles. It just shows that any anti-self defense wacko is totally pro criminal.

                    I was watching the movie Executive Decision today and I noticed slight changes in the dialogue were edited, quite recently I might add. All traces that the “Terrorists were fighting for Islam” were changed to fighting for their leader Jaffa. These quotes which are from the script and posted on IMDB.com were changed..

Braveheart has traveled to the Northeast in years past and didn’t care for the climate there. Met some great people in VT, NH, and even Maine but CT and MA sucked on people. Braveheart will remain the South where there is a better culture, better people, better climate, etc. Just recently made another supply run to the family BOL in north GA. Only a matter of time before he has to go back permanently. His ‘comfort zone’ simply gets transferred from one place to another.

The country is falling apart and some people are just better off elsewhere, and they need to know much before migrating. Each person has to find their special place, I hope you and your family will be safe in northern Georgia WHEN the hammer falls.

                  • The Facts are, since 98% of the population is NOT Prepared nor even know what the term “Bug-Out” even means, they will remain in their home and wander out on a daily basis in search of food and supplies. And since most are NOT prepared, and only keep a 1/4 Tank of gas in their cars,You will see many last ditch efforts abandoned on the highway where all the cars will be loaded down with all their belongings or what they could nor carry with them. You will rarely find any food or money on the highway, but you will find pillows, blankets. keepsakes, family photos, tools, some valuables and lots of dead-bodies. Proceed with caution with rubber gloves and masks. The Highway ditches will serve as mass graves, and the highways will be solid blockage with car wreckage and burned out cars from overheating. So those prepared better get a Quick head start to your BOL. Or have detailed paper Maps of all the back and side roads. You do NOT want to be on any major highway, as the unprepared digital dependency geeks, will all be funneled on to the same highways together causing bottlenecks, by use of their GPS Systems. Then after they all come to a complete halt miles from any exit ramp they will be walking to the exits, or funnel into neighborhoods off the highway. This will be utter chaos and mayhem.

        • I can attest to the black fly and deer fly problem in Maine from personal experience. They’re so thick in the woods for an eight week period from late May into August as to make life almost unbearable. Bug dope, liberally applied, will keep them from biting. However, the clouds of them are so think that you can actually ingest them when breathing. A brimmed hat/head net is almost mandatory equipment to enjoy life outdoors when these two species are afoot.

          Then there are the green heads along the coast, active from mid-July to Mid-August, which take bigger chunks.

        • Maybe 3% of the population is prepping. Less than half of those are self-sufficient in food or have a year’s supply. Preppers aren’t going to get to together to form a new society.

          Your location is extremely important. Big cities and their suburbs will be kill zones. Even small town America will become more dangerous than Detroit once there’s no food. Rural areas far from big population centers will be the safest places to be.

      4. It’s a good idea to go north from New York or Boston. New Brunswick doesn’t sound bad. It has about 750,000 people with three cities having a population of 50,000-70,000 each. If it was in the US it would have the 10th lowest population density.

        People often complain about northern winters but it’s worth it to get away from large cities. You can still grow more than enough crops to survive up there.

        I live in NE Wisconsin. I think I’ll be OK where I am.

        • Our bugout is no further than I can make it on foot from work in 2 weeks or from home in 3 days. All on backroads with water. If your looking for a new place Skousen is a smart man with good info but I had to take where I live in account of where I can make a decent living. I have the means to travel 14 days on foot in my vehicle minus water which my route has provided. It would suck but I can do it. Follow a river to my destination minus about 40 miles (from work). I suggest packing a lot of canteens in your BOB and mainstay bars and a small water purifier.

Are your lights AC or DC, and does your boat already have a battery bank or inverter. There is no one size fits all system. Just off the top of my head I would say you will need at least 8 6v golf cart type batteries or 4 L-16 type batteries and at least 5-600 watts of solar panels. I am assuming your system is 12 volts but let me know and I will give an estimate of what you will need.

            • Jim, I have done installs on houses with HOA. Usually they will let you if the panels match the roof. For instance if the roof is black then use black framed modules with black faces and paint the conduit and combiner box black so it doesn’t stand out. Also if you have an outbuilding with a south facing roof they may allow you to do it on that. Worth a try…

Nothing wrong with hampster or Vt.,Northern Me. can get a fine cape on say 5-10 acres for 40 or less,you are not fine there,well,most places history then.I will say the woods in Northern Me. a great final bug out but truly is a different world then most woods,easy to get lost and the winters are very challenging in any of Northern New England.As for the out of staters with homes in New England,well,some know how to survive and some will die,same as anywhere.

        • Wrong, unless you are retired and have an income living in a bugout location is not feasable. For those of us that still have to work our requirements are being in close proximity to employment. Even if I chose to just wheel and deal stuff under the table I would still need to be near a city to make it work. Living out in the stix isn’t an option for working age people. Even though we have no debt at all we need paper satans for now to satisfy the monster machination. Hope this answers your questionable question …

      12. Here’s a question that has never been answered to my satisfaction…..

        What are you going to do when you arrive at your BOL only to find it already occupied by “uninvited guests”?

        In all honesty….I’ve never seen this scenario talked about, or even mentioned really. Yet it is a very real possibility that someone that you don’t know may have already beat you to your spot. And in a “without rule of law” situation (which is why you are going to your BOL anyway isn’t it?) possession truly is 9/10ths of the law.

        To my way of thinking…unless your BOL is relatively close, you are going to be almost assured that someone else is already there.

        And if your BOL is more than a tank of gas away, you are going to have an extremely difficult time getting to it unless you beat the rush. Once SHTF, the ability to travel far in a vehicle will be extremely limited. And your chances of being ambushed by the thousands of others who are also bugging out (but have little to no supplies)are beyond extremely likely.

        Just something to think about.

        Any ideas regarding this?

        • Well, Walt, what do YOU think is the correct method of removing those unwanted “guests”? What I would do is “GET THEM OUT” by several means…if talking does not work, what next? Only YOU will know what to do when/if it occurs….

            If it’s just you and your family going to your BOL, and when you get there you find that it’s occupied by a half-dozen or more armed “guests” that have no intention of leaving, then things can go south very quickly.

            I guess my point is that unless you already live at your BOL…trying to get to it AFTER SHTF is going to be an iffy deal.

          • Surveillance cameras are useful BEFORE SHTF. After….they will be pretty much useless…especially once the grid goes down. Even prior to loss of power and the Internet, local law enforcement will likely be too occupied with other matters to divert resources to somebody (from out of town) calling into complain about trespassers.

            • Walt: Up until that moment that the grid goes down, your internet surveillance cameras should be operating. Until they stop operating, and before SHTF, you should be able to monitor your property.

              After SHTF and the grid goes down, and depending upon the type of SHTF we are talking about, it may be time to relocate with that last tank of gas to your sanctuary, which you know has been free of Trespassers until Grid Down.

              I think it unlikely that anyone will have occupied your BOL in the few hours after the grid goes down and when the internet stops working.

              But go loaded for bear and hostiles and engage at a distance with rifle and scope. Under English Common Law, Trespassers can be shot within 60 feet of your main residence if they have breached a security fence or wall.

              That’s your Castle Doctrine. But know your State Law. 🙂

        • Walt, that’s a reasonable question to ask, but in my case, my cousin’s BOL I’ll be escaping to is already occupied by a 50-year-old widow who is a ‘feisty old broad’ in her own right. She knows how to hunt, fish, trap, forage, etc. and is a better shot than I am. Plus, the rest of the family are right there in the vicinity if the ‘uninvited guests’ turn out to be more than she can handle and the family has all of the same survival skills she has. Nobody tangles with any of my family in GA if they want to live.

You know as much as I would rather be elsewhere living in a redneck a town of just over 600 people really isn’t all that bad either since most of them is of a like mind, I’ll agree that upstate along the St. Lawrence is more what I had in mind really isn’t feasible just the living expenses and the taxes are mind blowing the very reason why we live here in the first place, so after much soul searching and laying awake for many nights trying to make up our minds we have now decided that the only sensible thing for us to do is bug in and ride it out. Ninety six jars of canning later and a bit more to go I need to concentrate on the power problem, yes oil lamps are great to see by but keeping things cold is really a much bigger problem that I’m going to have to get at along with the medical equipment that has to have power for my husband to continue his life with. I’m saying solar but the whole idea stumps me along with what is said to be the high cost
        which our income won’t allow. Gotta go think on it some more. Got the water under control thanks to a friend. Amy idea’s anyone?

        • First thing to realize is that you don’t have to power the whole house. All you need is enough power for medical devices and perhaps a small under-counter refrigerator. You need to add up the wattage requirements for the medical equipment. Even a small refrigerator uses 80 or 90 watts.

          You might be able to power the medical equipment with one 45-watt panel kit from Harbor Freight for $200. And you would need to buy a 12-volt battery. You would also need an inverter, unless the medical equipment runs on 12 volts. If you have a really tight budget and are handy with a soldering iron, you can buy separate cells, even slightly damaged ones, and assemble your own panels. There are instructional videos on YouTube.

          Unless you have to keep medicine cold, you can do without a refrigerator.

          I have a small solar setup just so I can power communications equipment and a computer. I also have a small refrigerator, so I might buy a few extra batteries so that I can run the refrigerator occasionally for special occasions such as making ice for ice cream.

          If I win the next Publisher’s Clearing House contest, I’ll buy more solar panels so I can keep the big refrigerator and freezers going.

      20. Things to think about your BOL move after the SHTF moment. First of all is your BOV bullet proofed, the difficulty of fighting from a moving vehicle, etc.? When you leave home you are now a refugee until you make it to your BOL. Do not think for one minute the bad guys have not thought about this and will be out in force just to ambush fleeing people. So should you stay or should you go is your choice, when should I go, at what point of the collapse is enough to cause that? Is your BOV already loaded up, will you have to wait for people to get home, just remember TIME is a very large concern in a BUG OUT! Do I have several routes that I can take to the BOL? The list goes on and on, JUST THINK! If you are not already at your BOL you should be now, why because when it happens, it will more than likely be too late to go. In a SHTF Event no grid no stop lights traffic jams total panic, so when is the right time bug out only you yourself can answer that question! As for my family there will be no leaving home we were born here and we will die here PEROID! If make your stand is called for so be it we are ready. The choice of stay or go and when is yours so give it deep thought, just me on the river bank thinking.

      26. There seems to be the notion that you must be a farmer to earn a living in farm country. It’s simply not true. 95% of rural folk earn their living providing the same basic goods and services as in the rest of the country. Everyone needs food, clothing, and shelter, as well as a good mechanic, someone to patch their roof, repair their appliances, and so on. If you have a skill in handcrafting items, those items can be sold locally or either shipped to customers or sold in the closest city. I have friends who make fine furniture, custom leather goods, jewelry, fly fishing rods and hand-tied flies which they sell outside of the community and all of them started those careers as a hobby. I have other friends who work online. As long as the grid is up or transportation isn’t impeded, they will earn money, and when shtf, they are already in place.
        The second topic I’d like to address is securing your BOL without hi-tech equipment. There are many ways to booby trap a building: floor traps, a 12v car battery with an induction coil hooked to doorknobs, flare guns with buckshot hidden behind a mirror when a drawer is pulled open, jars of battery acid on high shelves rigged to tip over when a cabinet is opened. The possibilities are only limited by your imagination. Yes, someone might get to my BOL before me but they won’t be able to ambush me when I arrive.

        economic stagnation is no fun if one needs to earn a cash income, but just how badly does one need to live in a “booming economy” if planning for self sufficiency in a situation involving TEOTWAKI? in a chaos situation, i think living in a backwater would be rather desirable.

        what makes a location attractive or not depends largely on what the bugger-outter is trying to accomplish. some people want complete self-sufficiency. others want to keep 80% of their current lifestyle, albeit in less populated areas where there is simply ample fuel for wood stoves and room to plant a garden.

Canada has a main land of BC, Alberta ,Saskatchean, Manitoba, Ontario, and Quebec. and The North West Territories, and the North of Quebec and Ontario. I would like to read what M.
